This is as it sounds. You can include a default_settings.json inside the resources folder when you ship your client, and for any new players it will default their settings and keybinds to whatever you would like.

Steps in order to do this:

1. Launch your client and configure game settings for your players.
2. Locate your settings file. In Windows it is located at C:\Users\[USERNAME]\AppData\Local\.intersect\Intersect Client
3. Edit the json with your settings. Be sure to REMOVE THE USERNAME AND PASSWORD LINES
4. Copy to your client/resources folder
5. Rename to default_settings.json
